2:05 2. Consider Draft Legislation "Parental Responsibility for Sex Education Training"
The committee will consider draft legislation that requires the Utah State Board of Education (USBE) to offer training and instructional resources to parents to assist them in providing instruction in health and human sexuality to their children.

2:45 3. Consider Draft Legislation "Voted and Board Levy Program Amendments"
The committee will consider draft legislation that modifies funding for the voted and board levy program.

3:25 4. School Performance Report
Utah law requires the USBE, in collaboration with school districts and charter schools, to develop a school performance report to inform the state's residents of the quality of each school and the educational achievement of each school's students. The Utah State Office of Education will discuss its plans to comply with the statutory requirements pertaining to school performance reports and make recommendations for modifying certain requirements.

3:50 5. Elimination or Modification of Reports Required by Local Education Agencies
2012 General Session H.B. 500, "Education Reporting Efficiency Amendments," directs the USBE, in consultation with representatives of school districts and charter schools, to determine how reporting requirements may be modified or eliminated to reduce the time school district and charter school personnel spend in completing reports. The board is required to report to the committee on actions the board has taken to eliminate or modify reports and to make recommendations for the elimination or modification of reports required by statute.

4:10 6. Career and Technology Education Funding Model
2012 General Session S.B. 2, "Public Education Budget Amendments," directs the USBE to study a student-based funding allocation model for the Career and Technical Education (CTE) Add-on program that takes into account the relative cost difference associated with providing various CTE programs and does not exceed current funding levels appropriated for the program but may include an annual adjustment for student enrollment growth. The board is required to report to the committee on potential student-based funding allocation models.
